you don't need a reversible pump! Plumb 2 values in a "tee" at the inlet
and two more on the outlet (total 4 valves) you can select in from the
water barrel pickup hose, or in from the on board tank. You can select out
to the sprayer, or out to the on-board tank.
To load the tank, select in from water barrel pickup hose, out to on-board
tank. To spray, select in from on-board tank, out to sprayer.
I have done this before!

That is a thought, however can a transfer pump provide a nice 30-40psi at
3-4gpm (enough to run a hose and a sprayer to spray off the roof of the
shed).
I could go 12v on the pump, however that would be higher current draw and
require me to tap the pack. Which has it's own problems.
