So you mean the voltmeter?  It could be a corroded connection to the 
meter, 
or the meter itself might have turned toes up.  Try removing the lugs from 
the back of the meter (disconnect off), burnishing everything with steel 
wool, and re-assembling.  

No luck?  Disconnect the meter again and connect it directly to the 
battery 
with clip leads (watch the polarity).  If the meter still doesn't move, 
replace it.  It's a standard golf car part and easy to find.
