I can't get the needle to move, it's all the way to the left, as if everything is off. I am getting 38v across 13-05 and 5-01 (disconnect is engaged). I tried a substitute meter, same result. Is the meter waiting for something less than 38v in order to register a reading? AM-1 is working. Wires are in correct positions. Thanks.
