You could rebuild it. My guess is the brushes have simply gone bad, the other possibility is one of the armature windings have shorted.
Since these are Buick window motors one can get a new armature in a motor for nothing on Ebay. Brushes would be good too. The Elec-trak needed a certain lift motor (I think it's the driver's side) but since you have the frame you could use a passenger side (common and always in fine shape) and swap in the armature.
I have about 4 parts motors in the shed for just this kind of thing. Chris
