Shorter length = lower resistance = slightly higher speed.
Depending on where the the change is could effect both speed 1 and speed
2 or just speed 1. The higher speed on start-up is harder on the
operator (tendency to lurch forward) and harder on the motor (higher
inrush current). And also harder on the remaining resistor which is now
going to run a little warmer. The extent of the impact all depends on
how much cut off and how hard you drive it.
An yes, I carry replacement ribbon resistors at ETS (I'll send details
direct).
