If you mean about the way a controller replaces a transmission, a PWM 
controller is like a DC transformer, converting high voltage and low 
current 
from the battery into low voltage and high current at the motor.  If you 
recall that current => torque and voltage => speed, you can see that it's 
just like changing gear ratios.

The GE controller, being just resistance, can't do this.

You probably knew that already, but maybe some others don't.
