The wheels with braking force, be it mechanical or dynamic will be more firmly planted on the surface that way. You've obviously never had the mower deck dig into the ditch at the bottom of a slope after an uncontrolled descent. <G>
   You'll only do it once.

Why is backing down better?  It would seem to have the same chance of
tipping over as going forward.  If I'm concerned about tipping, I
would rather have the deck downhill from me, as there seems to be no
chance that the whole tractor could be lifted over the deck.
