(ET) sticky accelerator on E15

I plan on using a GE forklift accelerator
mounted under the tractor and actuated with
the existing accel lever arm.
I tried to move the accelerator and finally
had to kick it to make it move.
It was very difficult to move but loosened up
a little.  Looks like I need to remove it
an clean it up.
It appears there is a pin pressed in that holds
it on the shaft.  How should I take this out? (I'm
sure is rusted in very well)
I was thinking about just drilling it out, but that
would require a hole in the foot rest.
Any ideas?
