Sounds like the throttle is not energizing the coils to bypass the
resistors
(large 'heater' resistors) that control armature current. What you have is
correct for low throttle position; the resistors lower the armature
current.
As you throttle up, coils should be energized to bypass the resistors one
at
a time, increasing armature current. The E20 manual does a good job
explaining the system :

Do you hear the coils clicking in (and out) as you change throtttle?
Probably not. I haven't had my E20 too long, so I don't know the common
failures (yet), but I would suspect the microswitches in the throttle
mechanism or their wiring. So look for mechanical problems and bad
connections around the throttle.
