Bob:  The chain has nothing to do with the lift, it is a "safety" 
support that hold the tiller weight when transporting or is use to set 
the tilling depth when working.
The lift strap runs from the lift drum over a rotating part on the end 
of the lift arm, down to the tiller and back up to the lift arm so you 
have a "double" action for increased lift.  It will lift the tiller but 
has to work at it.
