(ET) e15 reverse but no forward

Frank has a curious problem with his E-15.

It sounds as tho one or the two contact sets is not making when the 
relay releases for forward operation or that one of the leads to the
upper, fixed contacts does not make a good connection.  The essence
is that there is no field current in the forward position.  The 
armature is all set with lots of current and no field to work with.
