A bit of a guess..
Doesn't this indicate no field current (high amps, no go)?
If so, then check your connections to the reverse relay. Something must not
be connected right. If it works fine in reverse then you know wiring is
good
to the motor, so I'm thinking it must be at the relay itself.
Remember, 90% of all electronics problems are bad connections.
