When you say the "power" meter reads, does the "fuel" meter also read ?
If not I'd check across the meter, if you son't have enough voltage from
the batteries to register on the fuel meter, you probably are not
pulling in the "motor control" solenoids.  Low voltage could very easily
cause a buzz as the forward = reverse solenoids try to pull one way or
the other ( they normally are centered and both circuits are open until
the control is moved to forward or reverse.
