Dave,

I recently had something similar occur.  Check for 36 volts at the large
terminals on the drive motor. If you get 36 volts there your brushes are
bad. If this motor is like most of these it has been 25 years since they
were new. While you have the motor apart it would be a good idea to replace
the bearings.
