I spoke briefly to Bill Theobald years ago about the mechanics of 
getting a bell model to ring slowly enough to be able to control it.
He told me that I would need to make the wheel much larger than
the scale size, and weight the wheel to give the slow swing period.
He then told me that I would have to arrange to counterweight the
clapper to get the proper timing relation to the bell swing.
