The voltmeter on my E15 has always read barely above the E mark with a 
fully charged battery.   I've never paid it much attention.  I assume that 
there's a zener diode or similar device inside the meter to deliver its 
expanded scale, and that its voltage drop has increased over the decades.  

That said, severely sulfated batteries normally have a lower voltage when 
fully charged.  

It's quite possible, yea verily likely, that your ammeter is lying to you. 
 
A loose or corroded connection at one or both ends of the piece of wire 
acting as a meter shunt will cause that.
