NiCd batteries just self-discharge, period.  That's their nature.  But if 
one string is weaker than the other, yeah, the one with higher voltage 
will 
try to equalize with the other.  

I prefer paralleling individual cells or blocks, rather than entire 
strings.  At least that confines it to those smaller units, so it's easier 
to find the stinker.
