So it's probably one of the throttle switches. Taking apart the pedal switch box is pretty easy, and harold has the right switch for the job. They do tend to disintegrate over time.

Pressing the cruse button increases speed.

The SN plate lists 5700 and 115195.  The 5700  is questionable since the 
plate is painted over.
