Random guess, but perhaps the bundle of wires running underneath the
frame near the pulley rubbed on the pulley, shorted, burned up a cable
and blew the fuse?
You need to have full 36 volts from the pack before can trouble shoot
anything else. Start here:

for a diagram showing what voltage you should see at each battery post.
As Billy said, most negative in the back box, most positive in the front
box.
