I shoulld have said  it like you did " I measure the blades to be 4 inches below the underside of the deck". ( My measurement actually was to the top of the flat part of the blade. The cutting edge is 1/2 to 5/8 below that. So our measurements agree.). Are WH and GE decks supposed to be alike?

In any case, for a 4" cut the front casters have five 1/2" spacers below the arm.  For a 4" cut the rear roller pin position is the lowest of six holes.

Maybe this info will tell someone why my deck at full height adjustment has a cutting height of only 2 1/2 inches unlike everyone else. As for suggested modifications: Dave Brandt's welded-on threaded rods give a lot of height range, but casters in back instead of rollers allow scalping. The casters would make for easier steering though, as rollers don't roll sideways in a turn.

I'm still hoping for answers.
