I'd  suggest reupholstering it, even though it's in new condition.   Vinyl 
loses its plasticizers regardless of what you do - they literally 
evaporate -
 and I don't know of any good way to replace them.  All the vinyl 
dressings 
I've ever tried seem to be little more than oils or silicones which 
slicked 
down the plastic.

Others may have some stopgap suggestions, though.
