I'm not an electrochemist, but I'm skeptical about this theory.  The 
electrodes are all immersed in the same electrolyte.  Their resistance is 
negligible.  I don't see any mechanism by which this kind of internal 
circuit could be set up.   

But as I say, I'm not an engineer.

I'll forward this to an electrochemist I know and see what he says (if he 
has time to look at it).
