If the contactors are clicking, it's not the main disconnect (though it
sounds like yours needs replacement anyway).
If the power use meter pins when you try to run the ET, you have an open
in
the field circuit. Most likely culprit is the reversing relay, but there
are other possibilities such as loose / broken / corroded connections.
If the meter just sits there on zero, it's an open in the the armature
circuit, which could be anywhere. The best troubleshooting method is to
get
the GE Homeowner's manual and follow its flowcharts.
