(ET) Lost 2nd and 3rd speeds in E12

Dave,

I had checked the switches and believe they are OK, as I am getting coil 
voltage on both 1A and 2A.

I also thought about dirty terminals--especially in light of the 1.3V 
today--and had loosened nuts and moved the lugs around, though I didn't 
actually take them off and clean them.  No change.
