Make sure that the tranny isn't full of water it gets in through the
shift lever.  Drain completely refill with 85 weight tranny-hypoid oil. 
Overfill it cause the original fill plug ws put in there too low.  Had
that same grind in a Wheelhorse GE 12 clone same tranny.
    Lockups on 12 motors (PM rather than brush) are usually caused by the
centrifugal weight assy falling apart.  If that's the case don't replace
the assy but take all the cent assy parts out and throw em away, short
the pair of  wires that used to go to it.   Yours is a field type motor,
different but similar.   Grinding could also be a real rusty brake disk
outside the tranny.
