Yeah, you have to push in on the disconnect while turning it, until it 
comes to a point where it doesn't pop back out
when your relieve the "pushing in" pressure.

I recall my first experience with one of these, I did as you say, turned 
it back and forth and it did nothing. I
thought it was bad so I took it out and was going to take it apart when I 
realized how it functioned. Really felt like
a dumbass. Pushed in while turning.....works fine.

Squealing definately sounds like a loose belt. Loosen all four nuts, slide 
the motor forward as far as possible
tighten up the back nuts first, then as you tighten the front nuts the 
pivot action of the motor swinging up will help
tighten the belts further.

After that, report back on how your hill climbing is, it may be another 
unrelated problem.
