Slightly damp garage.
I think the problem is that a grinder just can't remove all the rust. It
can't get down into the pits like sandblasting can.
I don't recall now whether I used an etchant, but I might not have, just
counted on Rustoleum red oxide primer to do its job (which apparently it
didn't).
