Dean,
Sounds like the Field Weakening relay (FW) might not be activating
or its contacts are fried together. This should be the relay on the
right as you're in the seat.Wire # s 40 and 49 supply 36 volts to
it. Watch for proper activation as you are in neutral and running
the motor.
If it does not activate,check 40 and 49 for 36 volts while running.
Let us know what you find.

Yes. there are 3 wires going to resistor pack. But unlike my E15
and E16 this one looks like a duel pack. A "standard" resistor
pack and a heavy gage band pack in front of it. There are 8
switches in the foot control and I can hear them click but it
does not go any faster.
