Hm. 38 volts is probably too low, and you need to take NiCDs to 45 volts 
in order to complete charge. Most of the time they hang around 43.0 
volts while charging away. Also pulse or low current charging tends to 
cause the batteries to gas instead of charge.

That's ok; I'm getting close to just building a BQ2004 based chip to 
control the charger. I'll still have the timer as a fail-safe, but it 
will ultimately throw a relay along with a 2004 chipset.
