I am a dealer rep for the Pukka mini bike.  Great little bike for kids.
Build well, 400 watt motor, 18 ah batteries, pwm controller and all for
only $300.00  I kicked around the idea of building a mini bike for my 8
year old but by the time I priced out all the parts, I would be able to
buy 2 Pukka's.

Steve, has it got a drive of some kind, the ones we used to sdell had a 
minature centrifugal drive like a snowmobile so the engine ran at high
rpm.

In any case, I'd look at a "pulse width modulator" first,  a set of 
relays after that.
