(ET) charger won't--power disconnect or contactor culprit?



Though this 12M hasn't run in MANY years, amazingly, most everything
works--with a little encouragement. ;-) Haven't been able to get it to
charge yet though. Using the manual test points, I found that I have about
40v output from the transformer, with the pack disconnected.  I've also got
the same 40v on one stud of the power disconnect, with only the '2' wire
from the transformer attached to the disconnect.  However, when I connect
the other '2'  wire (the shunt to the PTO contactor), that voltage then
drops to about 34v.  Does this imply I have a problem with the PTO
contactor --and if so how do I check it, or am I missing something ? (Not
hard to imagine).  :-)
I might add that I have had the disconnect out about 4 times now, and all
contacting surfaces are now bright and shiny and making good 
contact--unlike
when I started!
