Make sure the drive motor field is supplied with power. That may fix the slow energy problem, and this one too. The voltage to the relays is probably low due to the armature pulling too much current.

I trhink that is NOT bypassed. The non bypassed resistors reduce the current to the field. As SteveS said, loose connections at the microswitches are a possibility. also the tops wear off, but usually the switches at the other end.
