If your charger will not make about 47 VDC open circuit there is a
problem, The cap is first thing to look at, the owners manual gives a
check sequence, I could look it up if you want. BTW, if you disconnect
the cap don't touch the leads of it or the transformer (ouch).
Yes, you need that voltage to equalize, actually you should have approx
2.7 volts per cell or about 48 volts, the batteries should have the
"lyte boiling for a bit.
