My ^guess^ is that you're reading voltage from some kind of ground fault.  
Are 
you by any chance using a digital meter?  They have a very high input 
impedance.  Try connecting a 12v taillight bulb across those leads and 
then 
you're apt to read zero.  (And if it lights up, there ^is^ something weird 
going on!)
