Hey Roy,
On the Elec-Trak.org site, go to resources, GE Service Manual Collection:
http://www.elec-trak.org/fiche/index.html
You need the first one "General Information..." for charger
troubleshooting.
You need the "Model E12, E15" for throttle troubleshooting.
These are very good guides - the first one actually starts at zero
knowledge
about circuits and works up to reading schematics and troubleshooting.
If that doesn't help, give me a shout and maybe I can drop by some time.
