(ET) e15 reverse but no forward

Greetings.

My e15, with gearbox in neutral, has the motor spin nicely when in
reverse and nothing happens in forward except a large amp drain on the
meter.  I had previously replace the original reverse relay which had
contacts welded together.  Things worked fine since and the new relay
doesn't look damaged at all.  Where should I start looking?
