Found the problem with the ryobi mower. It had evidently been stored in
a bad (humid ?) envirnment. The comformal coating on the circuit board
that has a control relay and not much else peeled loose, held moisture
agains the board so a trace corroded off.
For some weird reason, they run the charging leads thru this board,
don't understand the logic, wiring would be simpler if they didn't.
Anyway , it's charging
