I seem to remember having a similiar problem when I first fired mine up.
Turned out to be a bad connection to the reverse relay. I believe with no
field (due to bad connection or relay) the motor will pull current but not
go - this seems in tune with your observations. The other possibility is a
bad, or not touching, contact on the relay. The reverse relay hangs out in
the open and is easily damaged.

Oh, BTW, when you pull the cover off that holds the reverse relay don't
close the hood! The bar that goes across the hood in the back will come 
down
right on the relay and make interesting things happen (so I've been told - 
I
, of course, wouldn't have done that.  :-0).
