I had the same problem with mine when I rebuilt the deck. It looks like
there is a pin that holds the assembly togther. If you look at the larger
diameter part there is through hole part way up. That is used to insert the
pin into the smaller diameter part (I assume). The old pin is probbaly
sheared off in the inner part. I used a roll pin that was handy and of 
about
the right diameter and length. I actually had to drill the hole a bit 
bigger
in the inner part for the roll pin I had (5/32" I think?). To put it
together you need to compress the spring quite a bit so that the holes line
up - not easy to do on your own. Hopefully someone else will chime that
really knows about this... but what I did seems to work.
