I'll second that. This drove me nuts until I found it.
Pop the fuses out (make sure the disconnect is OFF first) and clean each
fuse and clip with fine steel wool. When they're bright and smooth, put
something on them to prevent future corrosion. I like Cramolin (an
electronics contact cleaner and preservative, available at most large
electronics jobbers but probably not at Radio Shlock). Even a light coat
of vaseline will do, though it's not nearly as good as a real contact
preservative.
I also had a lot of trouble for a while with the connections on the brake
switch, located under the tractor. These also need to be cleaned and
tightened.
