Turn your charger on, then check voltage drops between
battery posts that are connected by cables, and between
the most negative battery post and the connector at the
other end of that cable, and the same on the most positive
battery post. It sounds like there is a bad connection
somewhere, usually between a cable connector and a
battery post, but sometimes between a cable and one of
it's connectors.
If you find a post to post measurement that is off, then
check between each post and it's cable connector.
Failing that, while the charger is on, check voltage across
the entire pack, and across each battery.
Somewhere you'll find an outlier...
