Dennis, to do a really dependable job, you need what they call a "carbon
pile" and a digital voltmeter. Motorola made a tester that measured
internal impedance with no load, I think the main thing it did was sella
lot of batteries (Sears loved it).
A simple hygrometer does a pretty good job of telling condition - you
can always hook up a few car headlights and monitor voltage over time of
discharge.
