Is the drive motor getting hot? I'd guess that it is ...
Look for bad bearings and/or dragging brakes.
Also check the motor field; a bad connection (could be just about
anywhere, alas) or a failure in the field itself could make for a weak
field. That would increase current usage and also make the tractor
feeble. If that's what's wrong, don't keep running it, or you'll damage
the motor.
