(ET) battery problem

Garnet, have you checked and really cleaned all the battery terminal
post - clamp connections.  These will oxidize over time and cause an
excessive voltage drop under load.  Also, if your speed control is
working you should be able to tell the different speeds with the
transmission in neutral, that will isolate where the problem is.
