The economics are very different today.  Every new computer now comes 
with a CDROM drive, and those that haven't them can be fitted for $50 or 
less.  That changes the picture considerably.

While it's still probably not worth Bill's time -- he has to consider 
that as a businessman -- someone with the necessary hardware (and some 
spare time) might collaborate with him on the project.
