Hi, Ben, all.  My conference is over and I'm working on other things
now, in particular the new bapc plan.

Did we decide about the distribution of late postings?  If a person
enters an event after the digest covering that event has gone out,
should we distribute the event to the mailing list?  If not, we need to
tell people to send the event themselves.  I just tested this, and it
seems not to have distributed it.  I'm not sure this is a good choice,
because now the poster has to do the whole thing twice.  But there may
be good arguments on the other side.  (I may even have made some of those
arguments myself.)

Can anyone submit new events?  If not we should document who can.
