My guess is that this is an attempt to dispose of the remaining stockpile
of tests that raised a hue and cry when the government
announced in February that they planned to destroy them (about $500M
worth). As a result of the outcry, the
free distribution portal to individuals stayed open another month, closing
mid-March.

I'll note that the last time I ordered from the government, instead of the
usual set of two two-packs, I got a single
box of 5 tests, with an expiration date in July. And the expiration dates seem to
be "real" nowadays, as
opposed to the overly conservative ones from earlier batches.
But it certainly looks like the sky's the limit for ordering--the form
mentioned in the article Judy referenced
asks if the warehouse for delivery can accept 53-foot trailers!

300 is a lot, especially if they're going to expire soon. Which we
don't know. (One post said the recent ones they got expire in July.) I
suppose one could go around to
the places that give them out for free and add to their piles!
