I think any variable plan where the actual COVID precautions are determined close to the event is not right, particularly for an event people fly to. If someone is OK coming with testing and not OK coming without testing then to be fair they should be aware
before they sign up and buy plane tickets what the rules will be. And anyone should be able to know the actual practices before paying a registration fee in any case.
