I can say from experience that they do enforce parking during IAP -
last year when I parked to drop off Aaron's mini-fridge (the first
morning of the hunt), the attendant told me that it would be fine
to go in and park.  I was given a ticket during the few minutes
the car was left unattended.  (I wrote and got it overturned, but
still a pain).
