This exactly How many wheel horse acted and it was the centrifugal switch although I’m being told your model doesn’t have one?

With the transmission in neutral and pressing the speed pedal to the metal, I only hear two clicks.
Pressing the cruse button increases speed.

The SN plate lists 5700 and 115195.  The 5700  is questionable since the plate is painted over.
